Validation report: implementation of community involvement and stakeholder activities in the pilot sites

The main objective of WP2, “Supportive ‘Eco-system’ for energy efficiency measures in multi-family apartment buildings” is to assist and empower stakeholders of the pilot sites to create an enabling environment for energy efficiency upgrades in multi-family apartment buildings (MFABs) with low income households. It focuses on creating strong communities of homeowners, local authorities, companies, financial institutions and civil society organizations, the so-called ‘Eco-system’, to actively participate in improving energy efficiency and alleviating energy poverty.


As part of WP2, this final report assesses the results and gives an overview of implemented activities that are engaging stakeholders in the energy efficiency upgrades of multi-apartment buildings.
This report focuses on activities that helped to build the eco-system for creating, enabling and empowering the stakeholders for the energy efficient (EE) improvements in the multi-apartment buildings in the pilot countries: Bulgaria, Hungary, Lithuania, Macedonia and Ukraine.
This report is based mainly on the “Stakeholder engagement and community involvement strategy”, but also is targeting the other documents, delivered in the frame of WP2:

  • Inventory of community activation and stakeholder engagement techniques with special attention to the geographical coverage of ComAct;
  • Resource Centre Work Plan for each of the 5 Pilots.

The creation of the eco-system at local level engages different layers of the community, focusing on establishment of Resource Centers (RC), Stakeholder Advisory Groups (SAG), Community engagement, and capacity building through different means, such as trainings of energy advisors, building managers and enabling on-line learning (E-learning knowledge platform). This document dives deeper on the impact, engagement, best practices and lessons learned on the different forms of stakeholders’ engagement.
