Successful stakeholder strategies should establish meaningful consultation and engagement processes embedded in the social environment of each stakeholder group impacted by the project. Especially, in the sphere of energy poverty and improving the well-being of energy-poor communities, an active involvement and empowering of the key stakeholders is crucial to avoid any adverse impacts the project activities might cause.
The stakeholder engagement strategy lays the ground for a thought-through and well-planned and trustful engagement of all relevant stakeholders to achieve the objectives of the ComAct project in the target countries. It builds on the Inventory of community activation and stakeholder engagement techniques, which includes a detailed stakeholder mapping of the target groups in the project’s pilot countries.
One of the objectives of the ComAct project is to develop an ‘eco-system’ that enables implementation of energy efficient renovation of multi-family apartment buildings inhabited by energy-poor households. The stakeholder engagement and community involvement strategy forms the theoretical background of all stakeholder engagement activities planned and implemented in the course of the project and should be considered by all implementing partners.
At the centre of the stakeholder engagement strategy, the communities of homeowners’ associations (HOA) as well as single homeowners will be strengthened to make use of the available support schemes and technical solutions to improve their living spaces.
The strategy is divided into three parts:
- An overview of the stakeholder management approach (stakeholder analysis and engagement) in ComAct and briefly present the main stakeholder groups as developed in the Inventory of community activation and stakeholder engagement techniques;
- The presentation of the main stakeholder engagement activities along the project, their objectives and the foreseen target groups;
- Deep dives into each pilot country and stakeholder engagement approaches that considering the national and local circumstances of the ComAct communities.
