Involving local communities and engaging with stakeholders

The ComAct project aims to tackle the rising issue of energy poverty in Central and Eastern Europe through three strands: (1) provide access to financing solutions for low-income households, (2) select applicable energy efficiency measures for low-income and poor households, and (3) mobilize communities living in multi-family apartment buildings, especially homeowner associations.

Upgrading the energy performance of multi-family apartment buildings often encompasses soft energy measures and considering behavioural change. Special attention has therefore been invested in creating a supportive ecosystem for scaling up energy efficiency measures in multifamily apartment buildings. Community involvement and stakeholder engagement are key elements of the ComAct project that targets households, but also homeowner associations, construction companies, civil society organizations, state institutions and energy agencies.

ComAct has engaged with several target groups, all defined in a dedicated stakeholders engagement strategy, with the primary target group being the direct beneficiaries: energy-poor households in multifamily apartment buildings and homeowners organized in communities and their legal bodies, the Homeowners’ Associations (HOAs). More concretely, they are:

  • Elderly people with small pension living in single households;
  • Occupants/homeowners of MFA complexes in lower income urban areas;
  • Occupants of publicly owned, MFAB or dwellings in urban areas;
  • Low-income retired people;
  • Single parent households;
