Inventory of community activation and stakeholder engagement techniques

Community engagement is essential for any development processes in society, including improving energy efficiency in the residential sector.

In the ComAct context, community engagement is essential for the project’s success. Energy poverty in Multi-family apartment buildings (MFABs) is a complex problem that affect not only the homeowners and their associations, but also the civil society organizations, local and national authorities, businesses, especially facility management, construction and energy companies.

Thus, it is crucial to provide conditions for real citizen’s participation, an environment of openness and constructive dialogue, and to build trust and common understanding among stakeholders. Mapping stakeholders is a process of crucial importance for the preparation of the stakeholder’s engagement strategy.

Preparing the Inventory of community activation and stakeholders engagement techniques with special attention to the geographical coverage of ComAct, and mapping and analyzing stakeholders in each of the pilot countries will enable preparation of the Stakeholder Engagement Strategies in more effective manner.

This report’s Inventory of community activation focuses on 5 levels of citizen involvement:

  1. Information
  2. Communication
  3. Consultation
  4. Participation
  5. Partnership, offering different tools and techniques for every level of civil engagement in the project

Stakeholders from each pilot country are divided into four different categories, based on their level of influence and interest and defined the level of engagement in the ComAct project:

  • high interest for participation and high influence, the communication should be managed closely;
  • high influence, but low interest of participation, the stakeholder should be kept satisfied;
  • low interest for participation and low influence, the stakeholder should be monitored, and
  • high interest of participation, but low influence, the stakeholder need to be kept informed.
